My last menstruation was 9th December and my circle is 28:

Safe days are days when one is unlikely to conceve despite indulging in unprotected sexual intercourse.
This is how to calculate. Unsafe days fall at +/-4 of a woman mid month, for your case mid month of 28 is 14. so +/-4  of 14 is 10 and 18 . So effectively  what this means is that if you particepate in unprotected sex between day 10 and 18 of your circle you are likely to get pregnant.
On analysing the above you will realize that between around 19 and 27 of Dec were fertile days for you.
